Security forces have launched a more resolute "joint war" against neighborhood gangs, according to official statements. This intensified campaign signifies a significant escalation in efforts to combat organized criminal activity at the community level. On Monday night, coinciding with the Prophet's Birthday, security forces in Algiers conducted large-scale police operations across 13 administrative security districts. The National Gendarmerie, in coordination with the Special Detachment, actively raided hideouts of neighborhood gangs in several municipalities west of the capital, demonstrating a coordinated approach to disrupting these criminal networks.

Massive Raids and Seizures

These extensive operations led to the arrest of a considerable number of suspects and the confiscation of various items. Security forces seized bladed weapons of various types, quantities of drugs and psychotropic substances, and successfully recovered proceeds from criminal activity. Vehicles and tools used in assaults or for facilitating criminal activities were also confiscated during these raids, showing the full nature of the intervention. The operational services of the Algiers Police Department specifically dismantled six criminal networks, which comprised a total of 42 individuals. During these actions, authorities seized 58 prohibited bladed weapons of various types. The confiscated items also included psychotropic substances, hard drugs such as cocaine, and fireworks. Investigators additionally found three marine flares and tear gas canisters. A substantial sum of 21,800,000 Algerian centimes in cash, identified as proceeds from drug trafficking, was also seized by police, noting the financial aspect of these criminal enterprises. These seizures were full, targeting not only the means of violence but also the financial underpinnings of these illicit operations. The recovery of proceeds from criminal activity further emphasizes the multi-faceted approach taken by security forces to dismantle these networks entirely. The diverse range of confiscated items, from weapons to drugs and even specialized equipment like marine flares, illustrates the varied nature of criminal activities engaged in by these gangs.

Legal Framework and Penalties

The legal framework underpinning these actions is strong. Law No. 20-03, enacted on August 30, 2020, specifically defines a "neighborhood gang" as any group of two or more individuals from one or more residential neighborhoods. These groups are characterized by committing acts to create an atmosphere of insecurity or impose control, often using moral or physical assault, threatening lives, freedom, or property, and carrying or using bladed weapons. This precise definition allows authorities to target these groups effectively, providing a clear legal basis for the ongoing crackdown.

Penalties for establishing, organizing, joining, or participating in a neighborhood gang are severe, including imprisonment ranging from three to ten years, alongside a fine of 300,000 to 1,000,000 Algerian dinars. These penalties reflect the seriousness with which the state views such criminal activity. Should an altercation, riot, or assembly involving a neighborhood gang result in the death of a non-gang member, the penalty escalates significantly to life imprisonment, emphasizing the ultimate consequence for fatal outcomes. If assault or injury occurs during such an incident, the law stipulates imprisonment from two to seven years and a fine of 200,000 to 700,000 Algerian dinars, providing a clear deterrent against violence. These stringent legal provisions show the government's commitment to ensuring public safety and maintaining order within communities.

National Scope and Citizen Reaction

The operations were conducted in execution of instructions issued by the President of the Republic and Supreme Commander of the Armed Forces, Abdelmadjid Tebboune, signaling a top-level directive for this concerted effort. These coordinated actions, known as "Al-Rafda Al-Usturiyya" (The Legendary Raid), have drew widespread satisfaction among citizens, who have expressed relief and support for the crackdown on neighborhood gangs. This positive public reaction shows the community's desire for greater security and order. The campaign against neighborhood gangs is being carried out across all governorates simultaneously, indicating a nationwide commitment to eradicating these criminal elements. This national effort coincides with the appointment of members to the National Committee for the Prevention of Neighborhood Gangs, as outlined in a decree published in the Official Gazette, further solidifying the institutional commitment to this ongoing struggle. The simultaneous nature of these operations across all governorates notes a unified national strategy to address the widespread issue of neighborhood gang activity. The establishment of the National Committee for the Prevention of Neighborhood Gangs provides a structured, long-term approach to complement the immediate law enforcement actions.
